新形势下土地资源管理策略分析

新形势下，我国土地资源管理面临供需矛盾加剧、利用效率低下、生态压力增大及体制机制失灵等挑 战。策略上需完善国土空间规划体系，强化“三线一单”约束；推进土地要素市场化配置改革，释放农村集体建设用 地活力；构建差别化土地政策工具箱；应用大数据、区块链等技术提升管理效能；同时强化耕地保护与生态修复，确 保土地资源可持续利用。
