Through the analysis of the current status of resources and the environment in small towns in the northwestern arid region, this study aims to identify the factors constraining the development of the area and address the socio-economic development issues caused by severe resource scarcity. The results indicate that effective resource organization is an efficient way to promote economic and social development in small towns in the northwestern arid region. Administrative division adjustment serves as a method to integrate and allocate resources effectively, contributing to leveraging the advantages of the entire region and facilitating a virtuous development of the economy and society.
